Madam Chair, Since the consideration of this agenda item at the 77th session of the General Assembly, acts of violence against diplomatic and consular missions and representatives have continued and their security and safety have been increasingly threatened and impaired during the period under review. The report of the Secretary-General (A/79/143), submitted pursuant to paragraph 11 of General Assembly resolution 77/108 of 7 December 2022, among other violations, refers to a number of violent acts committed against the diplomatic and consular missions and representatives of Azerbaijan. The ultra-nationalist and racist motivation behind some of these acts and similar violations documented in the previous report of the Secretary-General (A/77/208) is undeniable, as their perpetrators are individuals belonging to a particular ethnic group affiliated with diaspora organizations in various countries. In most of these incidents, measures taken by the receiving States to prevent provocations and violence and ensure the effective protection, security and safety of the diplomatic and consular missions and their staff were either insufficient or futile. We are confident that, while considering the protection, security and safety of diplomatic and consular missions and representatives, the violent practice resorted to by certain extremist groups in the past and the glorification of the crimes committed on similar grounds, including against diplomatic and consular representatives, should not be overlooked. Thus, those posing threat to our diplomatic and consular missions today are associated with numerous terrorist acts committed in my country in the early 1990s, including in the capital city of Baku, in the subway, buses, trains and other means of transport, which killed thousands of the citizens of Azerbaijan. Moreover, at that time and in the subsequent period, the same radical diaspora communities, operating under the disguise of charity organizations and NGOs, had been engaged in facilitating the recruitment and transfer of foreign terrorist fighters and mercenaries and in raising funds and collecting other material means to finance terrorist activities and support the aggression against Azerbaijan. In identifying effective measures to enhance the protection, security and safety of diplomatic and consular missions and representatives, the resolutions adopted by the General Assembly are very clear in stating that States have the duty to take all appropriate and timely measures for the prevention of any acts of violence against diplomatic and consular missions and representatives and ensuring their protection, security and safety, including by preventing and prohibiting in their territories illegal activities of persons, groups and organizations that encourage, instigate, organize or engage in the perpetration of such acts, as well as for ensuring that offenders are brought to justice. Azerbaijan will continue to encourage further efforts to ensure enhanced protection, security and safety of diplomatic and consular missions and representatives, in accordance with the two Vienna Conventions.
