Opening remarks by H.E. Mr. Tofig F. Musayev

Permanent Representative of the Republic of Azerbaijan to the United Nations

at the side event “Conversation with “NoW”: Scaling Youth-Led Urban Innovations from

the ECOSOC Youth Forum and WUF13” held on the margins of the 2026 ECOSOC Youth Forum

CR A, UNHQ, 15 April 2026

It is a pleasure to welcome you to this side event on youth‑led urban innovations, organized by the Ministry of Youth and Sport of the Republic of Azerbaijan with the support of UN‑Habitat and the Permanent Mission of the Republic of Azerbaijan to the United Nations.

It is encouraging to join youth delegates and representatives. I am particularly pleased that today’s discussion is moderated by a youth delegate of the Government of the Republic of Azerbaijan designated to the 2026 ECOSOC Youth Forum.

I would like to extend my sincere appreciation to Ms. Toni‑Shae Freckleton, Director of the UN‑Habitat New York Liaison Office, for joining us on today’s panel.

The role of young people as agents of change in advancing the Sustainable Development Goals is widely recognized. Governments and stakeholders must actively engage youth to accelerate progress, particularly on SDG 11 — making cities and human settlements inclusive, safe, resilient, and sustainable.

Likewise, the Pact for the Future underscores the commitment of the international community to empower young people and ensure their meaningful participation in policymaking and decision‑making processes.

The perspectives shared here today will help inform the 13th World Urban Forum (WUF13), to be held in Baku next month under the theme “Housing the world: Safe and resilient cities and communities”, particularly regarding youth priorities and ideas.

The World Urban Forum is a unique multistakeholder platform that bridges policy dialogue and implementation, bringing together national and local authorities, financial institutions, and the private sector to advance practical solutions for sustainable urban development.

I wish all participants a productive and inspiring discussion as we work together to strengthen youth involvement in shaping the cities of the future.

Thank you.
