at the Briefing by the Deputy Secretary-General on Recalibrating

the Resident Coordinator System

Madam Deputy Secretary-General,
 

Thank you for convening this timely meeting and for your briefing.

 

Seven years after the repositioning of the UN development system, it is encouraging to see that many Member States not only acknowledge the importance of the Resident Coordinator (RC) system but also actively support it, and Azerbaijan is one of them.

 

We believe that strengthened coordination across the United Nations development system is essential for delivering coherent and system-wide support to accelerate progress on the Sustainable Development Goals. National ownership must remain a priority, with RCs leading UN Country Teams in full alignment with national priorities and development strategies.

 

In this regard, Azerbaijan has taken concrete steps to streamline its engagement at the country level, while further reinforcing its close cooperation through the RC system. This has enabled a more coherent, responsive, and results-oriented partnership, including through the successful implementation of our previous Cooperation Framework and the launch of a new framework for 2026–2030. 

 

We have also witnessed how effective coordination at the country level can support evolving national priorities, from post-conflict rehabilitation and reconstruction to advancing climate action and sustainable development. In particular, collaboration with the RC on the ground played an important role in supporting Action Agenda initiatives under the COP29 Presidency. Building on this positive experience, Baku is now preparing to host the 13th session of the World Urban Forum this May in close cooperation with UN-Habitat and the RC team.

 

While we are entering the final stretch toward 2030, the Secretary-General’s UN80 initiative provides an important platform to realize the intended benefits of the development system repositioning, in line with guidance provided by the relevant General Assembly resolutions, and to ensure that the system remains fit for purpose in meeting both current and future demands.

 

Overall, the recalibration process must remain evidence-based and Member State-led, with impact assessments to ensure tangible results, especially for those most at risk of being left behind.

 

We look forward to constructive engagement as this process advances.
