Remarks at the plenary meeting between the United Nations Resident Coordinators and Member States
Delivered by Ms. Husniyya Mammadova, Counsellor
2 December 2025
It is a pleasure to join today’s annual dialogue with Resident Coordinators.
We firmly believe that strengthened coordination across the UN system is essential for delivering effective, system-wide support toward accelerating the SDGs. In this spirit, Azerbaijan has streamlined its engagement at the country level while reinforcing cooperation through the Resident Coordinator system. We consider empowered Resident Coordinators and integrated country teams to be the most effective model for providing coherent, focused, and results-oriented UN support aligned with national development priorities.
The outcomes of COP29 last year in Baku underscored the strength of multilateral cooperation and the value of coordinated engagement between the COP Presidency and the UN system in advancing global climate action. We express our gratitude to the UN Resident Coordinator in Azerbaijan, Ms. Vladanka Andreeva, and her country team for their partnership throughout the process.
Building on this momentum, Azerbaijan now looks forward to hosting the 13th World Urban Forum in May 2026, including, for the first time, a Summit of Leaders.
Over the past five years, Azerbaijan has prioritized post-conflict demining, rebuilding, reconstruction, and reintegration in the territories liberated from devastating occupation, with more than $13.5 billion allocated between 2021 and 2025 for these purposes. Over 50,000 people have already returned to their homes and now live, work, and study in these regions. Dedicated work to this end will continue to be a priority for years to come.
This year, as the United Nations marks its 80th anniversary, Azerbaijan and the UN entered a renewed phase of partnership with the signing of a new Cooperation Framework for 2026–2030. We appreciate the work done by the Resident Coordinator and her team for the successful completion of the previous Cooperation Framework.
Fully aligned with Azerbaijan’s national priorities, the new Cooperation Framework focuses on two strategic pillars: advancing inclusive socio-economic growth and human development; and promoting ecosystem protection, climate resilience, green growth, and a just transition.
In this spirit of shared responsibility and partnership, Azerbaijan remains fully committed to working closely with the United Nations and all partners to translate these ambitions into concrete action and lasting impact on the ground.
Thank you. |
