Statement at the general exchange of views in Main Committee III of the Eleventh Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons delivered by Mr. Magsad Huseynov, First Secretary
Mr. Chair,
At the outset, I would like to congratulate you on your election as chair of Main Committee III and wish you success in guiding the Committee’s work.
Azerbaijan attaches high importance to the balanced, full and effective implementation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The three pillars of the Treaty - nuclear disarmament, non-proliferation and the peaceful uses of nuclear energy - are mutually reinforcing and should be advanced in a manner that strengthens confidence among States Parties.
Azerbaijan reaffirms that the inalienable right of States Parties to develop research, production and use of nuclear energy for peaceful purposes is an integral element of the NPT. This right should be exercised without discrimination and in conformity with the Treaty, while taking into account the specific development priorities, technical needs and capacities of States Parties. Equitable, safeguarded and sustainable access to nuclear science and technology remains essential for ensuring that the benefits of the Treaty are available to all.
The International Atomic Energy Agency (IAEA) plays a central role in supporting the peaceful uses of nuclear energy and strengthening confidence in the exclusively peaceful character of nuclear activities. IAEA's work is important not only for the verification of non-proliferation obligations, but also for assisting States in building effective capacities in nuclear safety, nuclear security and the application of nuclear science and technology.
Peaceful nuclear applications offer practical tools for addressing a wide range of development challenges. They can contribute to public health, cancer diagnosis and treatment, agriculture, food security, water management, environmental monitoring and climate-related adaptation efforts.
Mr. Chair, Azerbaijan expects Main Committee III to make a constructive and consensus-oriented contribution to the outcome of the Review Conference. Its work should reaffirm the peaceful uses of nuclear energy as an integral pillar of the NPT, strengthen support for the IAEA's technical cooperation activities, promote equitable and non-discriminatory access to nuclear science and technology, and underline the importance of safety, security and safeguards as enablers of responsible peaceful use.
Azerbaijan stands ready to engage constructively with all States Parties to contribute to an outcome that reinforces confidence in the Treaty.
