at the 18th Session of the Conference of State Parties to the Convention on the Rights of Persons with Disabilities

Mr. President,

 

Azerbaijan adheres to the conviction that persons with disabilities are entitled to the full enjoyment of human rights and related protections on an equal basis with all members of society. Recognizing the importance of international protection mechanisms, Azerbaijan was among the first States to become a party to the CRPD and its Optional Protocol.

 

The prevention of disability, rehabilitation, and social protection of persons with disabilities, as well as the creation of conditions conducive to their participation in all areas of public life and the enjoyment of their rights, are among the primary goals of my Government’s social policy. Continuous legislative and policy measures are being taken to protect the rights of persons with disabilities in line with international standards.

 

A dedicated Working Group has been established under the Ministry of Labour and Social Protection, comprising representatives of relevant State authorities. Non-governmental organizations of persons with disabilities also participate in its work. The main task of the Working Group is to coordinate and ensure the implementation of plans and programmes for protecting the rights of persons with disabilities in accordance with the CRPD.

 

Mr. President, the importance of international cooperation must be emphasized to achieve the objectives set forth in the CRPD, as well as disability prevention. A holistic approach to disability also requires efforts to eliminate the conditions that lead to such situations.

 

Azerbaijan has been facing a significant problem with landmines and explosive remnants of war (ERW) for more than three decades. Nearly 400 citizens of my country have fallen victim to landmine and ERW incidents since 2020, in the post-conflict period. In its Concluding Observations adopted in March 2024 concerning the combined second and third periodic reports of Azerbaijan, the Committee on the Rights of Persons with Disabilities expressed concern over the extensive presence of landmines in Azerbaijan’s territory, assessing this issue under Article 11 – Situations of Risk and Humanitarian Emergencies. 

 

As landmines cause severe injuries and a range of subsequent challenges for victims, disability prevention in this context is critical. The concerned State has an obligation under international law to cooperate in rendering harmless the landmines it planted. At the same time, effective international cooperation and assistance to those States that face landmine-related challenges can play a pivotal role in preventing disability and supporting victims through rehabilitation and social inclusion measures.

 

Azerbaijan remains committed to promoting and protecting the rights of persons with disabilities, ensuring a fully accessible physical environment and facilitating their full integration into society in line with international standards.
