Statement by Mr. Javid Ismayilov

Chargé d’ffaires a. i. of the Permanent Mission of the Republic of Azerbaijan to the United Nations

at the Security Council open debate on “Maintenance of international peace and security:

Promoting international peace and security through multilateralism and the peaceful settlement of disputes”

22 July 2025

Mr. President,

At the outset, I would like to express our appreciation to Pakistan for convening this important and timely open debate. We are also grateful to the Secretary-General for his informative briefing.

Mr. President,

Since becoming a member of the United Nations, Azerbaijan has consistently advanced the aspirations of multilateralism and took an increasingly active role in many international forums. In particular, we were honored to host the 29th Climate Change Conference and chair the Non-Aligned Movement for four years. My country also attaches great importance to multiculturalism, organizing the World Forum on Intercultural Dialogue in Baku biannually.

Multilateralism is based on the shared norms, principles and values that underpin dialogue and sustainable and effective cooperation to address interrelated global threats and challenges that no country can overcome alone.

Under the United Nations umbrella, dedicated common efforts catalyzed decolonization, promoted peace, helped develop legal standards and advanced international cooperation.

However, serious challenges remain and evolve into even greater threats. The ideals of multilateralism are being undermined, and the universally accepted fundamental values, norms and principles are being disregarded or misinterpreted. As a result, in many ways the world is becoming more divided and intolerant.

Double standards and selectivity in applying international law inevitably lead to persistent incompliance with international obligations.

Impunity for serious violations of international law and ethno-nationalist ideologies are the other major barriers on the path to greater stability and cooperation.

Respect for the sovereignty and territorial integrity of States is crucial to any progress in preventing conflicts, restoring and maintaining peace, building bonds of peaceful mutual benefit among nations and promoting sustainable economic and social development.

There is a need for enhanced efforts to confront hate speech and reject hatred of all kinds. Through coordinated global action, we must strengthen accountability of governments and other stakeholders for the spread of disinformation and misinformation.

Providing support to States engaged in post-conflict peacebuilding, reconstruction, rehabilitation and demining must remain a critical priority for the entire international community. Such support and solidarity are crucial to my country in overcoming the severe consequences of the 30-year aggression, ethnic cleansing and occupation.

Mr. President,

Azerbaijan remains determined to contribute to developing international cooperation and ensuring that the multilateral system is more effective and better equipped to deliver on its promises and the existing commitments.

Thank you.
