Statement at the Second Committee of the eightieth session of the United Nations General Assembly under agenda item 19: “Global Code of Ethics for Tourism”

Madam Chair,
At the outset, I would like to thank you for convening this meeting.
The report of the World Tourism Organization on the Implementation of the Global Code of Ethics for Tourism underscores the vital role of tourism in driving sustainable development. It highlights progress in promoting inclusive growth within the sector, while also emphasizing the need for stronger policy alignment and international cooperation.
Building on these global efforts, Azerbaijan recognizes the transformative role of tourism in shaping inclusive and resilient societies. In light of this, the “Azerbaijan 2030: National Priorities for Socio-Economic Development” identifies tourism as one of its five key pillars.
In recent years, Azerbaijan has undertaken significant efforts to diversify its economy, identifying tourism as a key strategic sector. The government of Azerbaijan has implemented policies aimed at improving infrastructure, enhancing air connectivity, and preserving the country’s natural and cultural heritage. To attract more tourists, Azerbaijan introduced the “ASAN Visa” system, which allows citizens of eligible countries to obtain electronic visas within three days of application.
Tourism is not only a driver of economic growth, cultural exchange and regional development – it is also a sector increasingly vulnerable to the impacts of climate change. For the first time, “Climate Action in Tourism” in the COP29 Action Agenda under the Presidency of Azerbaijan marked a milestone for the tourism sector.
In this context, we launched the COP29 Declaration on Enhanced Climate Action in Tourism, which provides a strategic framework for aligning the sector with national and global climate agendas, including Nationally Determined Contributions (NDCs).
As a member of UN Tourism, Azerbaijan is committed to promoting responsible and sustainable tourism. In November 2024, on the occasion of Tourism Day at COP29, the State Tourism Agency of Azerbaijan and UN Tourism signed a Letter of Intent, reaffirming our shared commitment to strengthening collaboration on climate action within the tourism sector.
In conclusion, Azerbaijan stands ready to work with all Member States to advance the shared goal of responsible, inclusive, and climate-conscious tourism. We call for strengthened cooperation at all levels to ensure that tourism contributes meaningfully to peace, prosperity, and the well-being of all communities.
