Statement at the Third Committee of the eightieth session of the United Nations General Assembly under agenda item 71: “Promotion and Protection of Human Rights” Interactive Dialogue with the Special Rapporteur on the right to adequate housing

Madam Chair, We thank the Special Rapporteur for his briefing and the report submitted under this agenda item. The right to adequate housing is of central importance for the enjoyment of all economic, social, and cultural rights, playing a key role in the social security of societies. Different components of this human right are recognised in national legislative acts, and the Government takes special measures to ensure this right, particularly by providing preferential conditions for housing opportunities to vulnerable groups. Azerbaijan has been implementing large-scale and systematic programmes in the post-conflict period to ensure an adequate standard of living for the forcibly displaced persons, including their right to adequate housing. The Government has finalised the development plan for the liberated territories. Based on this plan, covering an area of 13,600 square kilometres, the restoration works are underway to facilitate the return of more than 1.1 million people to their hometowns and villages. Since 2020, the Government has allocated 15 billion USD for reconstruction and rehabilitation efforts. Madam Chair, The implementation of the Great Return Programme has facilitated the return, resettlement, and integration of more than 50,000 former internally displaced persons (IDPs) in the liberated territories. It should be emphasised that master plans for 8 cities and 90 villages, envisaging the return of over 300,000 people, have been approved. Former IDPs have already returned to six cities, two towns, and twenty villages. In this regard, we would like to hear the views of the Special Rapporteur about the responsibility of the international community, including its assistance for the post-conflict recovery efforts.
