Statement at the Third Committee of the eightieth session of the

 United Nations General Assembly

Interactive Dialogue with the Special Rapporteur in the field of cultural rights

Delivered by Mr. Shahriyar Hajiyev, First Secretary

31 October 2025

Mr. Chair,

The promotion and protection of cultural rights are vital for preserving diversity within societies and enabling all individuals to participate in cultural life. This fundamental human right must be upheld without discrimination and as an integral part of the broader human rights framework, with a view to fostering tolerance, dialogue, and cooperation among individuals and groups.

As a multicultural and multiethnic society, Azerbaijan spares no effort to preserve and develop its diverse society by promoting tolerance, mutual respect and partnership. The Constitution and the Law on Culture provide solid guarantees, such as equality and the right to preserve and develop cultural identity and heritage for persons belonging to national minorities.

Mr. Chair,

Cultural diversity constitutes the common heritage of humanity and should be recognised and upheld for the benefit of present and future generations. Thus, in the Pact for the Future, states committed to honour, promote and preserve cultural diversity and cultural heritage.

Situated at the crossroads of various cultures and civilisations for centuries, Azerbaijan has consistently promoted cultural diversity globally as a source of exchange, innovation, and creativity. Notably, the Baku Process, launched in 2008, serves as a strong platform for raising awareness and exchanging best practices on issues related to intercultural dialogue among a wide range of stakeholders.

The concerns raised in the report of the Special Rapporteur regarding the undermining of cultural diversity by AI systems are indeed alarming. In this regard, we would like to emphasise that AI systems should be developed and utilised responsibly, in accordance with the ethical norms established in societies, with a view to enhancing diversity and inclusivity, and ensuring that they serve the benefit of all people.

Thank you.
