Statement at the Sixth Committee of the eightieth session of the United Nations General Assembly under agenda item 84: "The rule of law at the national and international levels "

Mr. Chair,
On this significant occasion marking the eightieth anniversary of the United Nations, Azerbaijan reaffirms its unwavering commitment to an international order grounded in international law and the rule of law. The purposes and principles of the Charter of the United Nations constitute the foundational normative framework in international relations. They are universally binding and remain as important as ever for the maintenance of international and regional peace and security and the promotion of sustained economic growth, sustainable development, human rights and justice.
We commend the continuous efforts of the United Nations in supporting Member States in strengthening the rule of law at the national and international levels. The promotion of a robust global rule of law culture, adherence to international legal commitments, and the acceleration of the 2030 Agenda for Sustainable Development require our collective dedication and cooperation. In this context, the rule of law is not merely an ideal but a vital mechanism to ensure equitable and peaceful coexistence in our interconnected world.
The challenges facing the world today necessitate the strengthening of the international legal order, multilateralism and international cooperation. In this regard, as the Secretary-General highlighted in his report on “Strengthening and coordinating United Nations rule of law activities” (A/80/99), the rule of law serves as the bedrock of multilateralism and the foundation for just and peaceful societies, as it is instrumental in promoting trust among States and fostering responsible international conduct. It is through the consistent and equal application of treaties, norms, and agreements that we can uphold justice and security, and prevent the escalation of disputes into conflicts.
The objectives of the rule of law at the international level cannot be achieved with selectivity and double standards. It is imperative that all States uphold their international obligations diligently, particularly those relating to respect for the sovereignty and territorial integrity of States and to non-interference in internal affairs. The efficacy of the UN system hinges on consistent adherence to these principles, without bias or influence from geopolitical interests.
The international community's inability to prevent aggressions and atrocity crimes, and to ensure the implementation of its binding resolutions, underscores the necessity for substantial reforms, so that the United Nations could be better equipped and more efficient to meet the multifaceted challenges the world is facing.
Furthermore, accountability and redress are essential to ensure the rights of the victims, prevent the recurrence of violations and adopt a longer-term approach towards shaping a more peaceful, just and inclusive future.
Additionally, the faithful implementation of international treaties is one of the key prerequisites of the global system of harmonizing international relations and of individual and collective efforts towards confronting the threats and challenges to peace, security and stability.

At the national level, the Constitution is the essential legal framework for the establishment of a state on sound foundations, ensuring the rule of law, guaranteeing human rights and freedoms, and guiding its foreign relations, including with neighbouring countries. This year, Azerbaijan celebrates the 30th anniversary of the adoption of its Constitution, an occasion officially designated as the "Year of Constitution and Sovereignty" in Azerbaijan. The Constitution of Azerbaijan provides the strong legislative foundation necessary to safeguarding state independence and territorial integrity, establishing a secular rule-of-law state, guaranteeing a high standard of living for citizens, and fostering friendly, peaceful cooperation with nations worldwide. As Azerbaijan commemorates this pivotal constitutional milestone, our nation reaffirms its dedication to the document’s core tenets, ensuring that its spirit of sovereignty and rule of law remains the driving force for its continued progress and global engagement. In conclusion, we would like to underline that, in order to achieve the goals of the rule of law, it is critical to uphold fundamental principles, adhere to the uniform application of international law and ensure strict compliance with international obligations. Azerbaijan is committed to promoting the rule of law, and build, strengthen and sustain peace and stability in the region.
