Statement by Mr. Elvin Ashrafzade,

Deputy Permanent Representative of the Republic of Azerbaijan to the United Nations

at the General debate on Agenda items 72, 72 (a), (b), (c) and (d): Strengthening of the coordination of humanitarian and disaster relief assistance of the United Nations, including special economic assistance

10 December 2025, UNHQ

Madam President,

Distinguished delegates,

The nuclear accident at Chernobyl, in the northern part of Ukraine, in 1986, was a humanitarian tragedy on an enormous scale. The explosion left deep and long-lasting humanitarian consequences that extended far beyond the immediate disaster zone. Communities across the affected regions faced severe health challenges, environmental degradation, and widespread displacement. Many people living hundreds of kilometres from the explosion site fell ill with radiation in the aftermath of the disaster.  Generations have continued to experience the social and psychological impacts of this tragedy, reminding the world of the profound human cost associated with nuclear accidents.

Azerbaijan actively participated in the mitigation of the consequences of the accident by sending more than 7,000 rescuers and other personnel immediately to the area. Azerbaijani medical teams, specialists, and humanitarian personnel contributed assistance to affected populations, offering treatment, expertise, and support to those suffering from the health effects of radiation exposure. Azerbaijan temporarily hosted thousands of people affected by the accident and provided them with essential rehabilitation and treatment. Since then, more than 7,000 Azerbaijani citizens have been affected as a result of the radiation. Azerbaijan continues to support social security and overall well-being by providing assistance aimed at improving living conditions, ensuring access to essential services, and addressing the needs of those who suffered from the consequences of the tragedy.

Madam President,

Azerbaijan expresses its solidarity with the countries, as well as all people affected by this tragedy. The lessons of Chernobyl continue to underscore the importance of strengthening the safety and security of all nuclear installations worldwide. Ensuring rigorous regulatory frameworks, transparent oversight, robust technological safeguards, and a strong culture of responsibility helps minimise risks and protect both people and the environment. As nuclear technology advances, maintaining the highest standards of safety remains an essential global priority.

Thank you.
