at the open debate of the Security Council on the theme

“Reaffirming international rule of law: Pathways to reinvigorating peace, justice and multilateralism” under the agenda item “The promotion and strengthening of the rule of law in the maintenance of international peace and security”

Mr. President,
 

I would like to begin by conveying my gratitude to the delegation of Somalia for convening this important meeting.

 

The international community is navigating an increasingly turbulent period, in which adherence to international law and confidence in multilateralism are under significant strain. The selective application of international law, double standards, impunity, and uneven implementation of decisions have further eroded trust in the multilateral system.

 

However, this is not a challenge that has emerged overnight, but rather one that has evolved over time. Azerbaijan was amongst the first to experience the consequences of these shortcomings, when its territories were under foreign military occupation for almost 30 years. Regrettably, the UN Security Council resolutions remained unimplemented, our persistent appeals to uphold international law were met with silence, thereby undermining confidence in the mechanisms meant to ensure justice.

 

Azerbaijan, a country that has endured the most severe effects of war and is now striving for lasting peace, hopes that all those engaged in conflict today recognize that there is no greater misfortune than war and that the ultimate aspiration must always be peace.

 

Mr. President,

 

The serious threats and challenges the world confronting today underscore the necessity for meaningful reforms of international mechanisms, a more effective and trustworthy system of multilateralism, strengthened cooperation among States, and conduct guided by good faith and mutual respect.

 

International cooperation has gained increased significance in the current global landscape. Such cooperation must, however, remain firmly anchored in the purposes and principles of the UN Charter.

 

Respect for the sovereignty and territorial integrity of States and non-interference in their internal affairs are critical to any progress in preventing and mitigating conflicts, maintaining international peace and security, fostering sustainable development.

 

Mr. President,

 

Reinvigorating peace, justice, and multilateralism requires more than words. It requires political will, moral clarity, and collective action.

 

Azerbaijan is a firm supporter of effective multilateralism, as evidenced by its active and result-oriented chairmanships in, among others, the Non-Aligned Movement, COP29, Organization of the Turkic States, the Conference on Interaction and Confidence Building Measures in Asia, where we have sought to foster dialogue, solidarity, and cooperation.

 

Azerbaijan has always maintained its steadfast adherence to international law and to justice, recognizing that lasting peace can only be achieved through respect for these fundamental principles, both in word and in deed.

 

We will continue our efforts to actively contribute to international cooperation and peace, and to ensure that the multilateral system is more effective and better equipped to accomplish its mission.
