Mr. Chair,

 

I would like to begin by commending the Permanent Mission of Pakistan for convening this important meeting. The topic before us—upholding the sanctity of treaties—is not abstract; rather, it lies at the very heart of international peace and security.

 

The authority of this principle is founded upon a straightforward yet essential premise: that commitments made in good faith shall be honoured in good faith. The Charter of the United Nations reinforces this obligation and delineates that all Members shall fulfil their obligations under the Charter in good faith.

 

Mr. Chair, as is widely recognised, the primary objective of the United Nations is to uphold international peace and security. In pursuit of this goal, collective measures are envisioned to prevent and eliminate threats to peace, suppress acts of aggression, and settle international disputes through peaceful means.

 

Nonetheless, despite some successes over the last eighty years, there have also been notable setbacks.

 

Remarkably, in most cases, if not all, violators of international law attempt to justify their claims and actions by misinterpreting generally recognised principles and rules of international law.

 

Azerbaijan’s own painful experience serves as a vivid example that the purposes and principles of the Charter, as well as international law, must be applied equally, consistently, and without selectivity or double standards.     

 

For the purposes of promoting and sustaining peace, greater solidarity is essential with countries that are overcoming the severe consequences of conflicts, including rebuilding devastated cities, addressing the threat posed by landmines and explosive remnants of war, rehabilitating the destroyed environment and biodiversity, and helping forcibly displaced populations return to their homes in safety and dignity. Such solidarity is critical to Azerbaijan and many States around the globe.

 

At a time when the world is deeply divided and uncompromising, our tribute must therefore be a call to action and a re-commitment to the purposes and principles enshrined in the Charter, in the sense and meaning in which they were developed and adopted.

 

Azerbaijan reaffirms its resolve to continue consistent efforts towards further consolidating peace, security and stability in our region and beyond and promoting and expanding international and regional partnership and cooperation to that effect.
